Chief Minister,

Government of Jharkhand

1st Floor, Project Building,

Sub: Mine Accident in Godda District, 11 reported dead, result of unsafe working conditions and violation of Labour Laws.

Saddened to hear the news of collapse of coal mine at Paharia Bhodye site in Godda District on 29th December night carried out by Mahaluxmi Company on behalf of Eastern Coal Field Ltd, a part of Rajmahal open east project.

Rampant illegal mining was being carried out in the area in connivance with local leaders, contractors and officials ignoring the safety and health measures. The ultimate sufferer is the worker.

It is the result of unchecked outsourcing of mining operations to private companies. According to reliable sources more than 35 dampers and 11 Volvo with other heavy equipments were at site. The number of those trapped and dead may be much more. It is reported that 300 x 100 m solid floor of over burden dump area has slid down by 35m involving around 9.5 million cubic meters of earth material – ECL official said.

Hind Mazdoor Sabha and its affiliates in Coal have been opposing the unchecked outsourcing of mining work since long. It is learnt that an internal enquiry has been ordered. It will not serve the purpose. It would be relevant to mention that in case any accident resulting in more than 5 deaths a “court of enquiry” should be constituted.

Hind Mazdoor Sabha demands that a court of enquiry be ordered in this case too. The persons found guilty be given exemplary punishment. They be booked under criminal charges.

Your good office should order the concerned department to start periodic checkup of mines to ensure proper safety and implementation of Labour Laws.

The compensation of Rs.5 Lakh announced to the family of dead is inadequate, be enhanced adequately one member of the family of each deceased be appointed  on compassionate ground as the worker died while on duty and injured should also be compensated. The findings of the committee be immediately implemented to prevent re-occurrence of such incidents. The names of dead and injured be made public.

With regards,                                                                             Yours faithfully,

                                                                                  (Harbhajan Singh Sidhu)

                                                                                         General Secretary
