Subject: Accident in Jharkhand Mine in Distt Godda on 29th December 2016 due to inadequate safety measures and precautions

 Sir,

You might be aware that a fatal mine accident has occurred due to coal mine collapse for negligence of safety measures in Rajmahal open cast project of Eastern Coal field Ltd carried out by Mahaluxmi Company on Behalf of Eastern Coal Ltd at Paharia Bhodaye in Godda District of Jharkhand on 29 December 2016.

Accident is said to have occurred when layers of earth and other unwanted material referred to as “over burden dump” were being removed.

 

A 300X100 meter solid floor of the over burden dump area had slid down by about 35 meters involving around 9.5 million cubic meters of earth material. ECL officials said.

So far 11 people have been reported dead and more than 50 are said to be trapped and several pay loaders and dumpers including mining machinery also lie buried.

An enquiry has been ordered by the Director General of Mines safety. A high level committee of Experts has been constituted by Coal India Ltd. A compensation of Rs 5 Lakh has been announced for the family of the deceased.

Sir, It is one more case of negligence of safety measures by the Private companies who have been out sourced mining job as a part of Government policy. These companies make mockery of safety rules and openly violating the labour laws. Hind Mazdoor Sabha demands court  of enquiry in the incident (not a departmental one) as the total number of deaths exceeds five. The compensation announced is inadequate be enhanced appropriately. Those injured should also be compensated adequately.

One member of diseased employee should be given appointment on compassionate ground as the worker died while on duty.

The responsibility be fixed and criminal proceeding be initiated against guilty.

Hind Mazdoor Sabha demand that the names of persons died or injured be made public.

Sir unchecked out sourcing of mining work has resulted in such accidents. It may please be checked.

Hope your good office as a custodian of workers would enquire and would take the accident seriously, get it objectively investigated and immediate corrective measures are taken to prevent reoccurrence.
